New Rules for Private Universities in Jammu and Kashmir
Jammu and Kashmir is moving forward with the establishment of private universities, with the government announcing a new regulatory framework and key rules. These rules, effective November 2, 2026, aim to attract national and international institutions while ensuring local participation.
Local Domicile Quota
A minimum 25 percent reservation for residents of Jammu and Kashmir (J&K) is mandated for admissions to private universities, as well as for teaching and non-teaching staff positions. This quota applies to all academic programs offered by the universities.
Regulatory Authority Established
The J&K Private Universities Regulatory Authority will oversee the functioning of private universities. This authority will be responsible for monitoring admissions, academic standards, examinations, and ensuring compliance with regulations. It will also handle student grievances.
Powers of the Regulatory Authority
The regulatory authority has significant powers, including the ability to conduct inspections of universities and their campuses. It can recommend regulatory action against institutions that violate the rules, including fines, suspension of admissions, or even dissolution of the university.
Financial Penalties
The rules outline specific monetary penalties for violations. Penalties range from twice the fee charged to students in violation to Rs 20,000 per month per unqualified teacher. Penalties also apply for inadequate infrastructure and unauthorized distance education programs.
Fee Disclosure Requirements
Private universities must publish program-wise fee disclosure statements before each academic session. Fees cannot be increased during a student’s program duration, except with prior government approval.
Proposal Scrutiny
The government will establish an expert committee to review proposals for new private universities. The committee will assess the sponsoring body’s credentials, infrastructure, financial capacity, and proposed academic programs. The government will then make the final decision on approval, requesting compliance, or rejecting the proposal.
