2026 UPSC Mains Result Declared
As of Thursday, November 6, 2026, the Union Public Service Commission (UPSC) has announced the results of the 2026 Mains examination. However, the Centre is currently facing challenges in allocating services to successful candidates and initiating Foundation Course (FC) training for the 2025 batch of All India Services (IAS, IPS, IFS, etc.), according to a report by ThePrint.
Delay Due to Supreme Court Ruling
The delay stems from the Supreme Court’s 11 March ruling regarding the determination of OBC creamy layer status. The court ruled that parental or agricultural income alone should not be the sole criterion for identifying OBC candidates who are excluded from reservation benefits. The apex court directed the Centre to implement this judgement retrospectively.
Impact on Training Schedules
The uncertainty is impacting the training schedules for the 2025 batch recruits. Generally, after the CSE results are announced, new recruits are allocated services, followed by the four-month Foundation Course at the LBSNAA, which concludes in December. Currently, there is no indication of when the FC will commence, creating anxiety among the recruits.
Catch-22 Situation for Authorities
Senior IAS officials describe the situation as a “Catch-22”. They are grappling with how to allocate services based on the Supreme Court’s ruling, which differs from the existing rules in place when the 2025 CSE candidates took the exam. The existing rules relied on parental salary income for determining creamy layer status.
Centre’s Request for Clarification
The Centre has sought clarification from the Supreme Court on the implementation of the 11 March ruling, requesting two years to consult with stakeholders and establish equivalence of posts in PSUs and the private sector. The Supreme Court reserved its order on the Centre’s plea on September 17, 2026.
Number of Applicants Affected
Over 300 candidates who applied under the OBC non-creamy layer category for the 2025 CSE – a total of 958 candidates – could be affected by the potential shift in service allocation criteria.
Next Steps
As of November 7, 2026, the Centre is awaiting the Supreme Court’s clarification. Senior officials indicate that the government is considering starting the Foundation Course while awaiting the final judgment, though this approach is subject to court approval. Further updates will be provided as they become available.
