Chief Minister’s Initiative to Combat Rural-Urban Migration
Bengaluru: Karnataka’s Chief Minister, D K Shivakumar, has announced a new strategy to address rural-to-urban migration. The state is proposing a model where companies utilize their Corporate Social Responsibility (CSR) funds to adopt primary schools in rural villages.
CSR Funding and School Improvements
According to the Chief Minister, several companies have already begun participating. In Shivakumar’s district, 30 schools have been adopted, with investments ranging from Rs 10 crore to Rs 12 crore per school. These companies are responsible for constructing and subsequently transferring these schools to the government, with their names associated with the facilities.
Notable Participating Companies
Prestige and Embassy Group are cited as examples of institutions involved in the Bengaluru district’s adoption program. The government intends to expand this model beyond the initial area.
Projected Urban Population Growth
The initiative is linked to concerns about unplanned urban growth. A recent review indicates that the urban population share could rise to 70% by 2047, currently standing at 43-44%. This shift is driving the need for improved educational opportunities within rural communities.
School Management’s Role
School managements are being asked to adopt an additional institution each. The government is requesting support, not direct financial assistance, emphasizing a collaborative approach.
Addressing Urban Strain
The Chief Minister connected this plan to broader urban challenges, including housing, water, and transportation issues in cities like Bengaluru. Utilizing CSR funding allows the state to expand school infrastructure without solely relying on the state budget.
Next Steps
The government is seeking to strengthen existing panchayat schools. Further details regarding the full scope and implementation of the program are expected to be released.
