Karnataka Preschool Rules Threaten Centres and Jobs

Karnataka Preschool Regulations Raise Concerns

The Karnataka Council of Preschools (KCPS) has appealed to the state government to review regulations impacting standalone preschools. The KCPS warns that these rules could lead to the closure of over 25,000 centers and the loss of approximately 4.5 lakh jobs, primarily held by women.

Key Challenges Highlighted by KCPS

The KCPS argues that the current regulations are overly burdensome for smaller, neighborhood preschools. Specific requirements include a 30-year registered lease for rented premises, classrooms needing to be 18 feet by 20 feet, land conversion for educational use, and a minimum area requirement of 2,000 square feet.

Impact on Working Mothers

According to the KCPS, these regulations could force some working mothers to reconsider their employment due to the potential closure of affordable childcare facilities close to their homes. The council estimates that approximately 4.5 lakh women could lose their livelihoods as a result.

Concerns About Affordability

The KCPS also expressed concerns that the closure of standalone preschools could reduce competition and lead to increased fees, potentially making early childhood education less accessible for middle-class families. They claim fees could rise up to fivefold.

Current Regulatory Issues

The KCPS has raised issues with the preschool registration portal, stating it is not accessible to the public and can only be accessed through Block Education Officer offices. The council is calling for a functional and transparent online portal.

KCPS’s Proposed Solutions

The KCPS is requesting the formation of a high-level committee to review and simplify the regulations. They are also seeking a separate regulatory framework specifically for standalone preschools, rather than applying rules intended for larger educational institutions. The council is requesting an immediate stay on existing building, lease, and land-conversion requirements until a revised framework is established.

Next Steps

The KCPS urges the education minister and the state government to act swiftly. They are seeking a review of the existing rules and the introduction of a new regulatory system to protect preschools, their employees, and families reliant on neighborhood childcare services.
