NEET-UG 2027: Pen-and-Paper Likely to Continue

Key Developments

The National Eligibility-cum-Entrance Test for Undergraduate (NEET-UG) may continue in the pen-and-paper test (PPT) format in 2027. A full transition to computer-based testing (CBT) is considered unlikely before 2028, according to officials.

Extension of Task Force Tenure

The Nandan Nilekani-led examination reform task force has been granted an extension until January 27, 2027. This extension allows the task force more time to consult with states and build consensus on examination-related reforms.

Southern States’ Concerns

Southern states, particularly Karnataka, Tamil Nadu, and Kerala, have expressed reservations regarding the proposed shift to CBT. These concerns include infrastructure gaps, transparency issues, representation within the National Testing Agency (NTA), and the impact on rural candidates. Tamil Nadu has shared a report highlighting the disproportionate disadvantage faced by students from Tamil-medium backgrounds and state-board institutions.

State Perspectives

Karnataka has called for greater state involvement in medical admissions and examination decisions, citing its established system since 1992. The state government official highlighted logistical challenges associated with multiple CBT sessions, including question paper preparation and ensuring comparable difficulty levels. Concerns were raised regarding accountability throughout the examination process.

Previous Recommendations and Deliberations

In October 2024, a committee led by K Radhakrishnan recommended CBT as the “sure way forward” to prevent paper leaks. However, the Centre indicated in August 2026 that the transition remained under consideration due to infrastructure constraints and score normalisation challenges. The health ministry and the National Medical Commission (NMC) flagged these issues during the HPTF meeting on August 20, 2026.

Infrastructure Challenges

The logistics of accommodating over 2.2 million candidates through CBT are significant. Conducting the exam across multiple sessions would require substantial expansion of testing infrastructure and addressing the complexities of score normalisation to ensure fairness. According to a health ministry official, the ministry is providing inputs on normalisation to maintain fairness.

Next Steps

The health ministry and NMC are continuing to deliberate on the proposal for CBT. The focus remains on conducting NEET-UG 2027 in a manner that is fair to all candidates and addresses the remaining challenges. The HPTF is unlikely to suggest any changes to the method for NEET-UG 2027, as it will take time to complete its report and submit it to the government.
